: If a person is found to have purchased, kept or consumed marijuana and medicinal opium in small quantities for private use except for commercial purposes or in large quantities, the drug control officer shall, on the first occasion, charge such person not to repeat such offence. The court may file a non-prosecution notice and leave it, and even if the case is pending, if the court determines a minor crime according to this section, the court may release the person without any punishment by giving him a document that he will not repeat the crime.
